I observed two sites, http://www.usa.gov/Topics/Graphics.shtml and flckr-storm.  I liked flckr-storm much better than the us government because of the way to search for pictures.  The US government site is oranized in alphabetical order but when you select a catagory, the subcatagories tend to be difficult to find.  The flckr-storm site organizes the photos through a search engine.  The photos become off subject some of the time but it makes finding a picture easy.  I noticed that the pictures on flckr were better photos than the ones on the US gov site.  The flckr pictures were possibly perfesionally done.
